Crypto-currencies in Morocco 2026: BAM Publishes Its Draft Legal Framework — Complete Analysis

Bank Al-Maghrib (BAM) published on May 8, 2026 its draft legal and regulatory framework for crypto-currencies in Morocco, awaited since 2017. This project, fruit of an 18-month public consultation, frames for the first time the possession and use of crypto-assets while confirming the launch of e-Dirham, the Moroccan central bank digital currency (CBDC).

On November 21, 2017, the Ministry of Finance and Bank Al-Maghrib jointly published a communiqué declaring crypto-currency transactions illegal in Morocco, motivated by money laundering, terrorism financing, and consumer protection concerns. This ban, among the world's strictest at the time, remained formally in force until 2026.

The BAM project published on May 8, 2026 (216 pages) structures the future Moroccan crypto ecosystem around five fundamental pillars.

e-Dirham: Moroccan CBDC expected Q1 2027

The most ambitious project of the new framework is the launch of e-Dirham, the Central Bank Digital Currency (CBDC) issued and 100% guaranteed by Bank Al-Maghrib. e-Dirham will be the digital equivalent of the current fiat dirham, usable for payments and value storage.
