The AMO Achamil scheme, progressively launched between 2022 and 2025, embodies universal health coverage in Morocco. It targets 22 million Moroccans previously without coverage: non-salaried (craftsmen, merchants, farmers, taxi drivers, freelancers), informal sector workers, and vulnerable persons previously covered by RAMED (now integrated into AMO Achamil Tadamon). Managed by CNSS via the Tadamon subsidiary and the National Health Insurance Agency (ANAM), this historic reform raised health coverage from 42% (2020) to over 95% (2025). This guide clarifies in 2026: the categories concerned and affiliation modes (by profession for self-employed, by Tadamon registration for low-income people), monthly contributions (from 0 MAD for Tadamon beneficiaries to 300-500 MAD for a craftsman, depending on professional category), the covered care basket (identical to that of a CNSS salaried worker), and the online account creation procedure via Mon Tadamon or the local CNSS office.

Who is concerned and at what rate?

AMO Achamil has two main components. AMO Achamil Non-Salaried: covers 11 million people working as self-employed (doctors, lawyers, notaries, architects, accountants, registered merchants, registered craftsmen, farmers, transporters). Monthly contribution set by professional category, from 275 MAD (small craftsman) to 1,200 MAD (contracted doctor), at a flat rate of about 6.37% of capped annual income. AMO Achamil Tadamon: takes over from the former RAMED for low-income people (11 million identified via the Unified Social Registry RSU). Symbolic 0-50 MAD contribution for beneficiaries targeted by social targeting, with the State paying the rest. Both components grant access to the same basic AMO (standard CNSS reimbursement rates).

2026 affiliation procedure

For a non-salaried self-employed: log in to www.cnss.ma/tadamon with your national ID or tax ID (IF) if a liberal profession or registered merchant. Enter your profession (ANAM-predefined scale), IBAN, and address. First payment is required within 30 days of affiliation. Virtual AMO Achamil card is available in your Mon Tadamon account upon validation (typically within 7 days). For a Tadamon (RSU) beneficiary: no proactive action needed; RSU automatically identifies eligible households based on Direction Générale des Impôts, CNSS, and social services data. If eligible, you receive an SMS with credentials. If you think you are eligible but haven't received anything, visit your moqaddem or local INDH office to check.

Does AMO Achamil cover dependents (spouse, children)?
Yes, dependents (non-affiliated spouse elsewhere and children under 21, or 26 if students) are automatically covered by the head of family's affiliation, with no additional contribution.
Can I switch from salaried AMO to AMO Achamil if I become self-employed?
Yes, transition is automatic upon your IF registration as self-employed or Commune registration for a craft activity. You retain acquired rights (quarters, ongoing ALD) with no coverage break.
What happens if I don't pay my non-salaried AMO Achamil contributions?
After 3 months of non-payment, CNSS suspends your rights (no reimbursement possible). After 6 months, 10% surcharge + legal interest. CNSS can pursue administrative recovery (bank account seizure). Regularize quickly or negotiate a schedule with the agency.
