The Intelaka (انطلاقة) program is a Moroccan public financing scheme launched in January 2020 on King Mohammed VI's initiative to support young entrepreneurs, micro-enterprises, and rural activities. Initially funded with 8 billion MAD, it was extended and reconfigured in 2023-2026 with a complementary envelope of 6 billion MAD. The goal: create 135,000 jobs and finance 27,000 projects per year. By end 2025, the program benefited over 40,000 project holders with a 78% disbursement rate. This guide covers: (1) the three Intelaka products (Damane Intelak for urban areas, Damane Intelak Al Moustatmir for training graduates and unemployed degree holders, Damane Intelak for rural entrepreneurs), (2) 2026 eligibility conditions (age < 35 for youth or no age limit for some segments, turnover < 10 M MAD, no prior classic bank financing), (3) amounts and rates (loans up to 1.2 M MAD at 2% urban, 1.75% rural), (4) procedure: file via chosen bank (12 partner banks), preliminary bank analysis, Tamwilcom guarantee, disbursement, (5) priority sectors (crafts, agriculture, services, commerce, light industry, tourism, digital).

Frequently asked questions

Can I combine Intelaka with an AMDL grant or sector program?
Yes, within cumulation rules. AMDL (Moroccan Logistics Development Agency) and Maroc PME programs (Forsa, Ikram, Istitmar) can add to Intelaka to strengthen equity contribution. Max generally 30-40% of total in cumulative grants.
If my project fails, must I repay everything?
Yes, Intelaka is a loan, not a grant. You remain liable for capital + interest, but Tamwilcom guarantee covers 80% of bank risk: in confirmed default, the bank is indemnified by Tamwilcom for 80%, but continues recovery of 100% from the entrepreneur (with possible rescheduling, over-indebtedness).
Can an MRE benefit from Intelaka for a Morocco project?
Yes, the program has been opened to MREs returning to create an activity in Morocco. Condition: actually settle in Morocco to pilot the project, switch fiscal residence, and respect classic criteria (age for youth, turnover, sector). Dedicated support via Hassan II Foundation for MREs.
