The Intelaka (انطلاقة) program is a Moroccan public financing scheme launched in January 2020 on King Mohammed VI's initiative to support young entrepreneurs, micro-enterprises, and rural activities. Initially funded with 8 billion MAD, it was extended and reconfigured in 2023-2026 with a complementary envelope of 6 billion MAD. The goal: create 135,000 jobs and finance 27,000 projects per year. By end 2025, the program benefited over 40,000 project holders with a 78% disbursement rate. The 3 Intelaka products in 2026
(1) Damane Intelak (urban): for youth 18-35 (or project holders of all ages per 2024 update), max 10 M MAD turnover, project in a city > 10,000 inhabitants. Loan up to 1,000,000 MAD at 2%, max 7 years (2-year deferral possible). Tamwilcom guarantee covers 80% of bank risk. (2) Damane Intelak Al Moustatmir: for vocational training graduates (OFPPT, ANAPEC) or unemployed degree holders, project < 1.2 M MAD, 2% rate. Enhanced support including entrepreneurial training. (3) Damane Intelak rural: entrepreneurs in cities < 10,000 inhabitants and rural communes. Subsidized 1.75% rate, up to 1.2 M MAD, priority for agriculture, rural crafts, rural tourism, proximity services.
Procedure: from idea to disbursement
Step 1: business plan development (ANAPEC offers free support; some regional CCIs too). Step 2: choose one of 12 partner banks (Attijariwafa Bank, Banque Populaire, Bank of Africa, CIH Bank, Crédit du Maroc, Société Générale/Saham Bank, BMCI, Bank Al-Amal, Al Barid Bank + participatory banks Bank Assafa, Umnia Bank, and BTI Bank). Step 3: file submission (business plan, national ID, trade registry, forecast accounts, training documents). Step 4: bank processing (scoring, viability analysis) 2-6 weeks. Step 5: automatic Tamwilcom validation on Intelaka line (no additional committee for small files). Step 6: disbursement on dedicated Intelaka account, progressive payment per project progress (equipment purchase, premises fit-out, working capital). Average 2025 acceptance rate: 65%.
