Maroc PME (formerly ANPME — National Agency for Small and Medium Enterprise Promotion) is the reference public agency for non-banking support of Moroccan SMEs. It distributes grants and advisory services through 4 flagship 2026 programs: Forsa (micro-enterprise creation), Istitmar Al Mawrid (productive SME investment), Moussanada (technical support in digital, quality, innovation), and Imtiaz (awarded investment aid). Forsa: 100,000 MAD grant + 50,000 MAD honor loan

Launched in 2022, Forsa aims to create 10,000 micro-enterprises per year. The program combines two major financial aids: (1) a non-repayable grant up to 100,000 MAD to finance equipment, fit-out, or launch marketing, capped at 40% of the overall financing plan, (2) an interest-free, guarantee-free honor loan up to 50,000 MAD repayable over 5 years with 1-year deferral. Pre and post-creation support via Forsa-certified coaches (management, operations, marketing training). Eligibility restricted to degree-holding project holders (Bac+2 minimum) or vocational training graduates, aged 20-35, with validated business plan.

Istitmar Al Mawrid, Moussanada, and Imtiaz for established SMEs

For active SMEs, three complementary programs. Istitmar Al Mawrid subsidizes 20% of a productive investment project (machine acquisition, production line, industrial equipment) within 500,000 MAD. Moussanada covers 50-80% of study and consulting costs (strategy, digital, export, ISO 9001 quality, innovation), capped at 600,000 MAD over 3 years. Imtiaz is an excellence prize paying up to 20% of a strategic project amount (investment > 10 M MAD, job creation, industrial innovation), capped at 2 M MAD. Imtiaz files are selected by a national committee via file and defense, with 30-60 laureates per year.

Is a Maroc PME grant taxable?
Grants received from Maroc PME are in principle considered exceptional revenue in the company's accounts, taxable at standard IS (20% up to 100 M MAD profit in 2026).
