Key facts at a glance

  • 3.2 M CNOPS insureds
  • 8 sectoral mutuals
  • Widespread third-party payment
  • MGPAP dominant 55%

The Caisse Nationale des Organismes de Prévoyance Sociale (CNOPS) has managed Moroccan public sector Mandatory Health Insurance since 2005. It groups 8 sectoral mutuals by ministry/corps: MGPAP (General Mutual of Public Administration Personnel — 55% of insureds), MGEN (National Education Mutual), OMFAM (Royal Armed Forces Officers and Military), MMCPM (Communal Personnel), OMSAR (Security and Territorial Administration), MMCSA (Senior Army Officers), FAR (Armed Forces), MCAR (Collectivities). In total, 3.2 million people (active civil servants + CMR retirees + dependents) benefit. This guide covers in 2026: (1) CNOPS structure and its 8 affiliated mutuals, (2) reimbursement rates (identical or sometimes higher than CNSS AMO — 80-100% for consultations, 70% medications, 90-100% hospitalization), (3) advanced third-party payment system via CNOPS cards (direct payment to healthcare professionals), (4) mycnops.ma portal for online requests and reimbursement tracking, (5) ALD and specific coverage, (6) optional complementary mutuals to increase caps.

The 8 CNOPS mutuals and their specifics

(1) MGPAP — 1.75 M insureds, general civil administration (ministries outside Education, Health, Interior). (2) MGEN — 720,000 insureds, teachers and National Education personnel. (3) OMFAM — 180,000 insureds, Royal Armed Forces officers and NCOs. (4) MMCPM — 145,000 insureds, commune and region personnel. (5) OMSAR — 230,000 insureds, National Security, Civil Protection, Auxiliary Forces, Territorial Administration. (6) MMCSA — 70,000 insureds, senior army officers. (7) FAR (FAR Mutual) — general officers, very specific cases. (8) MCAR — region and collectivity senior staff. Each mutual manages its own reimbursements per the common CNOPS scale, possibly with sectoral benefits (e.g., hospitalization in military hospitals for OMFAM).

CNOPS third-party payment and 2026 reimbursement

The CNOPS system is often considered one of the best in Morocco thanks to widespread third-party payment. The civil servant presents their CNOPS card to doctor, pharmacist, or clinic: the professional immediately deducts the CNOPS share and only bills the co-pay. 2026 rates: general consultation 80% of TNR, specialist 70-80%, brand medications 50%, generics 70%, lab tests 80%, radiology 80%, public hospitalization 100%, contracted private hospitalization 90%, maternity 4,500 MAD lump sum, ALD 100%. Manual reimbursements (outside third-party payment) via mycnops.ma with IBAN payment in 10-20 days.

Frequently asked questions

Can a civil servant combine CNOPS and private insurance?
Yes, many civil servants subscribe to a private complementary mutual (Wafa Assurance, RMA, AXA) to cover the co-pay, fee overages, and care not reimbursed by CNOPS (individual hospital room, premium optical, etc.). Contribution ranges 150-500 MAD/month by tier.
What's the difference between CNOPS and CNSS AMO?
CNOPS = public sector (civil servants), CNSS AMO = private sector (company workers). Both offer similar rates, but CNOPS has the advantage of more extensive third-party payment and often generous sectoral mutuals. A civil servant cannot additionally be CNSS-insured (except for a private-sector spouse).
