Morocco Vehicle Tax (TVM / vignette) 2026: rates, payment and exemptions

The 'TVM', officially the Special Annual Vehicle Tax (TSAV) and commonly called the 'vignette', is an annual state tax set out in Articles 259 to 264 of the Moroccan General Tax Code. It is owed by the owner of every Morocco-registered vehicle for the full year and is paid each year from January 1 to January 31 (Article 261). The amount depends on just two items printed on the registration card (carte grise): **fiscal horsepower** (field P.6) and **fuel type** (field P.3). The Article 262 scale, unchanged since the 2018 Finance Act, runs from 350 MAD (petrol, under 8 CV) to 20,000 MAD (diesel, 15 CV and above); the tax authority (DGI) kept it identical for 2026. Contrary to a widespread belief, the Code provides no surcharge for older vehicles and no rate linked to the vehicle's value. Since the 2016 digitalisation, no paper sticker is issued: payment goes through banks, licensed payment agents or the CMI platform mavignette.ma, and the receipt is your proof at a roadside check. 1. Morocco TVM 2026 rates — official scale by fiscal horsepower

The Article 262 scale applies to vehicles with a gross laden weight of up to 3,000 kg, i.e. almost all passenger cars. Four horsepower brackets, two fuels: diesel is taxed two to two and a half times more than petrol.

Two rules complete the table. Diesel pick-up utility vehicles owned by individuals are taxed at the petrol rate. Vehicles over 3,000 kg gross laden weight are taxed by tonnage rather than horsepower: from 800 MAD (3,000 to 5,000 kg) to 11,000 MAD (over 40,000 kg) under the progressive scale of the same Article 262.

The expensive threshold: 10 → 11 CV

Moving from the 8-10 CV bracket to the 11-14 CV bracket multiplies the vignette by 4 for diesel (1,500 → 6,000 MAD) and by 4.6 for petrol (650 → 3,000 MAD). Before buying any vehicle, new or used, check the fiscal horsepower in field P.6 of the registration card: over ten years the gap is 45,000 MAD for a diesel.

2. Where to find your vehicle's fiscal horsepower

Fiscal horsepower (CV) is not the engine's real output (kW or DIN hp): it is an administrative value assigned at model approval. There is nothing to calculate: it is printed on the **registration card (carte grise)**, field P.6, with the fuel in field P.3. These are exactly the two items you enter on mavignette.ma or in your bank's app; the amount is then displayed automatically.

In case of doubt (imported vehicle, old registration card), the fiscal horsepower used by the administration is the one recorded by NARSA on the registration certificate. That value alone determines your bracket.

3. When to pay TVM 2026 — legal deadlines

  • **Vehicle already in circulation**: January 1 to 31, 2026 (Article 261 of the Code, DGI notice on the national portal). The 2026 payment window is closed: any payment made today carries a surcharge (see the surcharge section).
  • **New vehicle registered during the year**: within 60 days of the date of the receipt for filing the registration-card application with NARSA (extended from 30 to 60 days by the 2025 Finance Act, to account for NARSA registration-card delays). The amount is prorated for the months remaining to December 31, any fraction of a month counting as a full month (Article 262).
  • **Sale during the year**: the tax is owed by the owner on January 1 for the full year, with no refund or splitting. No transfer of the registration card is possible without proof of payment for the current year (Ministry of Finance).

4. TVM 2026 payment methods — 3 channels, no paper sticker

Since 2016 the vignette is no longer paid at DGI tax offices. Payment goes through the banking network, licensed payment agents or the Centre monétique interbancaire (CMI) platform. No sticker is issued: the payment receipt is the only proof.

1. Online on mavignette.ma (CMI + DGI)

mavignette.ma is run by the CMI in partnership with the DGI. 'Payer ma vignette' section: enter the registration number, fiscal horsepower, fuel and your e-mail, check the automatically calculated amount, pay by bank card with the 3D Secure code, then download the receipt; the official quittance can be reprinted at any time. Service fee: 12 MAD incl. tax on top of the tax.

2. Your bank: ATM, e-banking, mobile app (free)

The DGI states that payment is free through bank ATMs, websites and mobile apps. In your app, look for 'Bill payment' or 'Taxes', then 'Vignette': same details to enter, instant electronic receipt. The CMI lists more than 22 bank payment channels, branches included (CMI).

3. Local agencies: Cash Plus, Wafacash, Barid Cash

Without a bank account or to pay in cash, licensed payment agents collect the vignette on presentation of the registration card, for a service commission specific to each network (Cash Plus). The receipt issued has the same value as an online quittance.

6. TVM 2026 exemptions — who does not pay (Articles 260 and 260 bis)

  • **Electric and hybrid vehicles (electric + combustion)**: full exemption under Article 260-15° of the Code, with no time limit in the current text. Plug-in and non-plug-in hybrids are both covered. An exemption certificate can be issued on vignette.ma.
  • **Persons with disabilities**: exemption on a certificate issued by the DGI (Article 260 bis).
  • **Collector vehicles** as defined by Article 81 of Law 52-05 (Highway Code).
  • **Licensed taxis** and public-transport vehicles under 3,000 kg.
  • **State vehicles** (ambulances, medical and fire equipment, emergency vehicles), the Moroccan Red Crescent and Entraide nationale.
  • **Diplomats' vehicles**, subject to reciprocity.
  • **Used vehicles registered in the name of car dealers**, between purchase and resale.

7. Late-payment surcharges after January 31, 2026 — the exact calculation

Article 208 of the Code provides, for the TSAV, a 10% penalty plus a 5% surcharge for the first month of delay (15% from February 1), then 0.50% per month or fraction of a month, with a 100 MAD minimum. There is no 50% cap and no flat fine: these are the real amounts.

**Roadside check**: the same Article 208 states that when the delay, whatever its length, is recorded in an official report (procès-verbal), the penalty is 100% of the tax due, without prejudice to the vehicle being impounded. An 11 CV diesel SUV stopped without a vignette means 6,000 MAD of tax plus a 6,000 MAD penalty, plus any impound fees. That is the real risk, far more than the 15% surcharge.

**Selling the vehicle**: no registration-card transfer can be made in the buyer's name without proof of payment of the current year's tax; when a vehicle is sold during the tax period, seller and buyer are jointly liable for the tax and surcharges. Q.When is the TVM (vignette) due in Morocco in 2026?
From January 1 to 31, 2026 for any vehicle in circulation on January 1 (Article 261 of the Code). A new vehicle registered during the year has 60 days from the receipt for filing the registration-card application, with a prorated amount.
