All property owners and tenants in Morocco are subject to two annual local taxes: Housing Tax (TH) and Communal Services Tax (TSC), under Law 47-06. Both are based on the cadastral rental value, with a 75% abatement for primary residence. Combined, they range from 1,200 to 15,000 MAD/year depending on size, city and use.

1. 4-step calculation method

1) Determine rental value (VL) from the commune cadastral grid. Example: 90 m² apartment in Casablanca Maarif = VL ≈ 72,000 MAD/year.

2) Apply 75% abatement for owner-occupied primary residence. Base after abatement = 72,000 × 25% = 18,000 MAD.

3) Calculate TH using progressive scale: 0% up to 5,000 MAD, 10% from 5,001 to 20,000, 20% from 20,001 to 40,000, 30% beyond. Example: 10% × (18,000-5,000) = 1,300 MAD.

4) Calculate TSC: 10.5% on VL after abatement in urban zones. Example: 10.5% × 18,000 = 1,890 MAD. Combined = 3,190 MAD/year.

2. 2026 exemptions

First-time buyers for 5 years from completion, Damane Iskan social housing, owners over 75 with modest income, places of worship, industrial buildings (subject only to professional tax).
