The Job Loss Indemnity (IPE) is a CNSS benefit introduced in 2015 by law 03-14, designed to protect private sector salaried workers in case of involuntary job loss. It was significantly strengthened by the 2024 reform that relaxed eligibility conditions. In 2026, about 25,000 beneficiaries receive IPE monthly, for a total cost of about 850 million MAD/year borne by CNSS and the State. 2026 eligibility after the reform

To be eligible for IPE in 2026, five cumulative conditions must be met: (1) being CNSS-affiliated at the time of job loss, (2) proving at least 780 contribution days over the 3 years preceding the loss (1,260 days before 2024 reform), (3) having lost the job involuntarily: economic dismissal, non-fault personal dismissal, non-renewed CDD end, dismissal following company closure, (4) actively seeking employment (ANAPEC registration mandatory), (5) not having freely resigned or committed gross misconduct. Negotiated departures (Moroccan equivalent of conventional termination) are sometimes accepted if justified by economic cause.

Amount calculation and cap

IPE represents 70% of average salary over the 36 months preceding job loss, capped at SMIG (3,111.58 MAD gross per month in 2026). Concretely: a worker with an average salary of 6,000 MAD/month will receive 6,000 × 70% = 4,200 MAD, but capped at 3,111.58 × 70% = 2,178 MAD. A worker at 2,800 MAD/month will receive 2,800 × 70% = 1,960 MAD. Payment is monthly, directly to the beneficiary's bank IBAN, for maximum 6 months. IPE is exempt from IR and CNSS (net of taxes). An automatic 4.48% deduction is made for AMO (maintaining health coverage during the indemnity period).

2026 application procedure

Step 1: upon dismissal notification or CDD end, register with ANAPEC (National Employment and Skills Promotion Agency) online or at an agency. Step 2: within 60 days of job loss, file the IPE file with CNSS (local agency or via Mon DAMANE): form 320-1-04 duly completed + national ID + employment certificate + final settlement + ANAPEC registration certificate + IBAN. Step 3: CNSS has 30 days to process and notify its decision. Step 4: upon approval, first payment within 15 days, then monthly. Step 5: monthly signature of active job search commitment, with periodic ANAPEC verification. In case of re-employment before the 6 months end, IPE automatically stops.

Frequently asked questions

Can an MRE returned to Morocco receive IPE?
No, IPE is reserved for workers who contributed in Morocco via CNSS. Contributions to a foreign fund (France, Belgium, etc.) are not counted. An MRE who returns to Morocco, works there, then is dismissed can claim it when reaching 780 days of CNSS contributions.
Can I receive IPE and severance pay simultaneously?
Yes, both are cumulative. Severance pay paid by the employer (Labor Code article 53) is an independent right separate from CNSS IPE. The former worker thus generally receives: final settlement + severance pay + IPE for 6 months.
What happens if I refuse a job offer during IPE?
ANAPEC communicates your refusals to CNSS. A first unjustified refusal generates a warning. Two consecutive refusals of offers matching your profile trigger immediate IPE suspension. The "matching your profile" notion takes into account qualification, previous salary, and geographic location.
