1. 1. The 3 scenarios for driving in Morocco from Belgium
| Scenario | Duration | Indicative cost | Plate | Typical case |
|---|---|---|---|---|
| Temporary import (MRE regime) | 6 months renewable | EUR 0 (free) | Belgian retained | Annual summer vacation |
| Permanent import with MRE exemption | Permanent | Admin fees ≈ EUR 500 | Moroccan WW yellow then blue | Definitive retirement settlement |
| Permanent import without exemption | Permanent | Duties 50% + VAT 20% + Para 25% ≈ 95% CIF | Moroccan blue | Exceptional case |
| Buy new car in Morocco | Permanent | Dealer price + loan | Moroccan WW orange then blue | Family remained in Morocco |
| Buy used car in Morocco | Permanent | Market price + fees ≈ MAD 3,000 | Moroccan blue | Limited budget |
2. 2. Temporary import: 6-month renewable MRE regime
The MRE temporary admission regime allows you to bring your Belgian vehicle into Morocco without any tax for up to 6 consecutive months per stay.
Conditions
(1) MRE status (valid consular card). (2) Vehicle registered in your name in Belgium for at least 6 months. (3) Belgian registration + international green insurance card. (4) Maximum 6 months per stay.
Entry procedure
At arrival (Algeciras-Tangier Med ferry, Ceuta-Fnideq, Melilla-Beni Ensar): present Belgian registration + passport + consular card. Customs issues D17ter (temporary admission declaration). Delay 5-15 min.
Insurance
Your Belgian auto insurance does not cover Morocco by default. Buy an international green card (EUR 15-30/month) before departure from your Belgian insurer (Belfius, AXA, Ethias, AG Insurance). Otherwise buy border insurance at Tangier Med (MAD 600-1,200 for 1 month).
Exit
You MUST exit the vehicle before D17ter expiration. Otherwise: MAD 5,000 to 50,000 fine + impossibility of future temporary stays.
3. 3. Permanent import with MRE exemption
If you settle definitively in Morocco (retirement, family return), you can import your Belgian vehicle WITH partial or total exemption from customs duties.
Exemption conditions
(1) Justify foreign residence ≥ 5 years. (2) Vehicle registered in your name in Belgium for ≥ 1 year. (3) Vehicle ≤ 5 years old. (4) RME exemption request to Moroccan Customs.
Personal effects regime
Covers: 1 personal vehicle + household equipment. Request within 6 months after definitive settlement in Morocco. Beyond this delay, exemption lost.
Customs procedure
(1) Prepare file. (2) Present at customs office (Tangier Med or border). (3) Technical examination. (4) D17 issuance (definitive with exemption). (5) Admin fees ≈ EUR 500.
Moroccan registration
(1) Yellow WW temporary plate at entry. (2) NARSA registration center. Delay 2-6 weeks. (3) Final blue Moroccan plate + Moroccan registration. (4) Cost ≈ MAD 1,500-3,000.
4. 4. Permanent import without exemption: real 2026 duties
| Tax / duty | 2026 rate | Amount for EUR 25,000 |
|---|---|---|
| Customs duties | 17.5 % (EU FTA) | EUR 4,375 |
| Moroccan VAT | 20 % of (CIF + duties) | EUR 5,875 |
| Parafiscal tax (TPI) | 0.25 % | EUR 62 |
| Import sticker | Fixed | EUR 200 |
| Total import taxes | ≈ 42 % of CIF | ≈ EUR 10,500 |
| Total to pay | — | ≈ EUR 11,300 |
If you don't meet MRE exemption conditions, permanent import is very expensive. For a Belgian vehicle worth CIF EUR 25,000:

6. 6. Buy a used car in Morocco
The Moroccan used market is dynamic (avito.ma, moteur.ma). Remote buying requires precautions.
Reliable sources
Used vehicle dealers (Auto Hall, Smeia, Univers Motors), individuals via avito.ma, MRE car brokers offering inspection + delivery.
Ownership transfer
Mandatory NARSA procedure: both parties present (or consular power of attorney), non-encumbrance certificate, current registration, seller CIN + buyer consular card, valid technical inspection. Cost: ≈ MAD 350-500, 3-7 days.
Pitfalls
(1) Verify original registration (not unjustified duplicate). (2) Request maintenance history. (3) Check NARSA non-encumbrance. (4) Pass technical inspection BEFORE signing (MAD 240).
7. 7. Yellow WW plate: what is it?
You will see cars with yellow WW plates: this is the Moroccan TEMPORARY registration plate for imported vehicles in process of regularization.
Yellow WW plate
Issued at entry of imported vehicle (with D17 definitive or D17ter temporary). 90-day validity. Allows driving while awaiting final blue plate.
Orange WW plate
New car bought from Moroccan dealer awaiting definitive registration. 90-day validity.
Final blue plate
After NARSA procedure (definitive registration). Regional alphanumeric format.
8. 8. Practical case: MRE retiree repatriating his car
- Step 1 — Justify Belgian residence ≥ 5 years: 5-year IPP + pay slips + employer certificate. ✓
- Step 2 — RME exemption request to Moroccan Customs. Delay 3-5 weeks.
- Step 3 — Algeciras-Tangier Med ferry (Grimaldi Lines, EUR 290 car + EUR 150 passenger).
- Step 4 — Present at Tangier Med: Belgian registration + COC + invoice/Argus + residence justifications + validated RME request. Exemption granted.
- Step 5 — Yellow WW temporary plate (free) + admin fees ≈ EUR 500.
- Step 6 — NARSA definitive registration (Tangier). 4-week delay. Blue plate + Moroccan registration. Cost ≈ MAD 2,500.
- TOTAL cost: ≈ EUR 940. Saving vs import without exemption (≈ EUR 14,500 avoided).
Khalid, 64, Belgian engineer for 32 years, retires and settles in Tangier. He owns a 4-year-old Belgian BMW X3, Argus value EUR 32,000.
9. 9. Common mistakes to avoid
- Exceeding 6 months of D17ter without leaving Morocco → MAD 5,000-50,000 fine + future stay ban
- Requesting RME exemption beyond 6-month delay after settlement → exemption denied
- Importing vehicle > 5 years: RME regime becomes less favorable
- Buying used without prior technical inspection → hidden post-purchase costs
- Not verifying gasoline/diesel compatibility
- Forgetting international green card insurance before departure
