Morocco Retirement Simulator 2026 — CNSS, CIMR, CMR, RCAR

Minimum CNSS pension 1,590 MAD vs SMIG 3,422 MAD: how much will you be short at retirement?

Morocco retirement pensions depend on the regime you contribute to. Private sector employees (CNSS), executives (CIMR), civil servants (CMR) or semi-public (RCAR): each regime applies distinct rules. Our simulator crosses the 4 regimes to give a realistic estimate of your final pension, and quantifies the gap to fill with a PER (Retirement Savings Plan) or life insurance.

FAQ

What is the minimum CNSS pension in 2026?

1,590 MAD/month (possible upgrade 2027 toward SMIG 3,422 MAD via project law 65-25 phase 2027-2030).

How is my CNSS pension calculated?

Average salary of best 8 years × annual acquisition rate × years contributed. Pension cap: 70% reference average salary after 40 years.

Can I combine CNSS and CIMR?

Yes. CIMR is an optional complementary regime accessible to CNSS employees. Each regime pays its pension pro-rata.

What pension for a CMR civil servant?

Pension = (last salary × 2.5% × years contributed) capped at 75% after 30 years. Legal departure 60 years.

How to fill the retirement gap?

PER (Retirement Savings Plan): tax-deductible contributions up to 6% gross / 30,000 MAD/year. Cumulative life insurance: 50,000 MAD/year tax-deductible. Average 2025 yield: 5-7%.

How does this simulator estimate your retirement pension?

The simulator covers Morocco's 4 mandatory retirement regimes: CNSS (private sector employees), CIMR (complementary regime for executives), CMR (tenured civil servants) and RCAR (non-tenured staff and public establishments). From your gross monthly salary, contribution years and retirement age, it estimates your monthly pension, compares it with your income need at retirement (often 70 to 80% of your last salary) and quantifies the gap to fill with complementary savings.

The calculation applies simplified accrual rates to a reference salary estimated at 80% of gross (a net-taxable approximation): CNSS from 50% up to a 70% cap — the official formula grants 50% of the average salary of the last 96 months for 3,240 contribution days, then +1% per additional block of 216 days —, CIMR 2% per year (60% cap), CMR 2.5% per year (75% cap) and RCAR 2.2% per year (70% cap). The 2026 CNSS floor of 1,590 MAD per month is applied — an amount that draft law 65-25 plans to align progressively with the 3,422 MAD minimum wage between 2027 and 2030.

The monthly gap (need minus estimated pension) is converted into a target capital equivalent to 20 years of annuity (gap × 12 × 20), then spread over your remaining years before retirement to yield the recommended annual savings effort — for instance into a PER (Retirement Savings Plan), whose contributions are IR-deductible up to 50,000 MAD per year since the 2026 finance law. The estimate remains indicative: only official calculations from the CNSS, CIMR, CMR and RCAR portals are authoritative.

Morocco retirement frequently asked questions

What is the maximum CNSS pension in 2026?

4,200 MAD gross per month. The CNSS pension is computed on a salary capped at 6,000 MAD per month, with a maximum 70% rate reached at the end of a full career. Even on an 18,000 MAD salary, your pension is still calculated as if you earned 6,000 MAD — roughly a quarter of your working income. This cap is what makes complementary savings (CIMR, PER, real estate) essential for executives.

What does the 2026-2030 pension reform change for my pension?

Three tracks, subject to the vote announced for October 2026. CNSS pensions would be revalued by +8% over three years (+3% in 2027, +2.5% in 2028, +2.5% in 2029, with an extra +5% from 2027 for pensions below 2,000 MAD). The minimum CNSS pension would rise progressively from 1,590 MAD toward the 3,422 MAD minimum wage between 2027 and 2030 (draft law 65-25). Finally, the retirement age of the CMR-RCAR public pole would move progressively from 60 to 63 from 2027, by birth generation — people born before 1967 are not affected.

What is the difference between the CMR and the RCAR?

The CMR covers tenured civil servants: a 28% contribution, retirement at 63, and a pension computed on the average of the last 8 years (2% per year since 2017, 2.5% for earlier service). The RCAR covers non-tenured staff and public-establishment employees (OCP, ONEE, ONCF): an 18% contribution, retirement at 60 before the reform, and a pension equal to SAMCR × 2% per year over the whole revalued career. Upon tenure, your RCAR rights are transferred to the CMR.

How much can I deduct from my income tax with a PER in 2026?

The 2026 finance law doubled the deductibility ceiling for PER contributions: from 25,000 to 50,000 MAD per year. For a senior executive in the 34% marginal bracket, that represents up to 17,000 MAD of tax savings per year throughout the savings phase. What happens if I contributed fewer than 3,240 days to the CNSS?

Since law 02.24 (May 2025), insured persons totalling between 1,320 and 3,240 contribution days receive at age 60 a reduced pension of roughly 600 to 1,000 MAD per month depending on days contributed. The full pension — and the 1,590 MAD minimum — remain reserved for careers of at least 3,240 days. Check your declared-days statement on the CNSS portal before any liquidation request.
