The unique CNSS identifier: what is it for?

The 9-digit unique CNSS identifier becomes your sole reference for any healthcare interaction from February 1, 2027. It is printed on the card, encoded in the chip and readable by pharmacy/conventional clinic terminals (deployed since 2018 throughout the CNSS private sector network). You will also enter it to: create your account on the CNSS insured space macnss.ma (online reimbursement tracking, downloadable certificates), request online coverage authorizations, declare a maternity, add or remove a dependent. If you were already affiliated with CNSS for a secondary activity (e.g.: occasional private sector missions, consulting), your existing identifier is reused (no duplicate).

Automatic issuance schedule (October 2026 – January 2027)

CNSS staggers the card issuance in alphabetical order of last name to absorb the 4 million cards to be produced in 4 months. Indicative calendar: A-D in October 2026, E-K in November 2026, L-R in December 2026, S-Z in January 2027. Receipt by Amana courier at the workplace address with signed delivery receipt (CIN presentation required to the postman). Temporary documents while awaiting the final card

If the definitive CNSS card does not arrive before February 1, 2027 (December 2026 file cases or shipping delays), CNSS issues upon request a provisional AMO affiliation certificate valid for 90 days, to be presented to the doctor/pharmacist/hospital as a substitute for the card. Request: at CNSS branch, on macnss.ma (PDF download) or by phone 080 100 38 38. This certificate contains your unique CNSS identifier and ensures continuity of care.

Ongoing care in December 2026 — automatic transition guaranteed

• Ongoing chemotherapy, radiotherapy, hormone therapy (CNOPS agreement valid until end of protocol)
• Chronic dialysis 3 sessions/week — automatic transfer to CNSS side without new prior agreement request
• Pathological pregnancy with close monitoring or bed rest — coverage maintained until childbirth + 60 days postpartum
• Complex post-operative care (cardiac surgery, transplant, heavy orthopedics) — 6-month follow-up guaranteed on CNSS side

Hospitalization in progress on February 1, 2027

If you are hospitalized straddling the date of January 31 / February 1, 2027 (scheduled surgery, prolonged emergency, post-operative complication), your coverage continues without interruption at CNOPS rates and conditions until your discharge. The clinic/hospital bills CNOPS for days prior to January 31 and CNSS for subsequent days — coordination is automatic on the funds' side, without action required from you. Be sure to keep your identification bracelet and all supporting documents.

Vital emergency without CNSS card received

In case of vital emergency (accident, stroke, heart attack, unexpected childbirth) between February 1 and March 31, 2027 while you have not yet received your CNSS card, present your CIN + old CNOPS card + recent pay slip: coverage is guaranteed by the emergency transition procedure. CNSS then regularizes your affiliation a posteriori. No conventional healthcare facility can refuse coverage of a vital emergency.

The quantified risk for latecomers (submission after December 31, 2026)

For CMR/RCAR retired civil servants or dependents who would submit NO file before December 31, 2026, the situation on February 1, 2027 will be: (1) expired old CNOPS card therefore refused by all healthcare professionals, (2) no CNSS card because no file submitted, (3) full advance payment of care by the beneficiary with reimbursement request a posteriori after regularization.
