Daam Sakane 2026: am I eligible and how do I apply?

The amount depends on the price of the home, not on your income. And the application is filed before the sale, not after. Here are the official conditions and the steps to follow.

Daam Sakane is the State's direct housing aid programme. It stems from article 8 of finance law no. 50-22 for 2023 and is governed by decree no. 2-23-350, published in Official Bulletin no. 7250 of 23 November 2023 and in force since 1 January 2024. The programme runs from 2024 to 2028. Applications go through a single platform, daamsakane.ma, whose day-to-day management was entrusted to CNRA, a subsidiary of the Caisse de dépôt et de gestion. One point is worth settling straight away, because a great deal of false information circulates: the conditions published by the Ministry of National Territorial Planning, Urban Planning, Housing and City Policy contain no income ceiling. Your salary does not determine the amount, the sale price of the home does. Those same conditions impose neither a bank loan nor going through a developer on a list. This page answers the four questions people actually have when applying: do I meet the conditions, how much do I get, where do I apply, and what to do if it stalls.

The official conditions

The ministry publishes seven conditions, which all apply together. They cover you as much as the property. About you: Moroccan nationality, not owning a residential property at the date of acquisition, and never having received a housing benefit granted by the State. Moroccans living abroad are subject to the same rules as residents. About the property: it must be a first sale, hold an occupancy permit issued on or after 1 January 2023, and have at least two rooms. An older home, a home already resold once, or one whose occupancy permit predates 2023 gives no entitlement, whatever its price. About the undertaking: you commit to using the home as your main residence for five years, and to granting the State a first- or second-rank mortgage. That mortgage is what secures repayment of the aid if the commitment is not met.

How much you get, case by case

The scale has only two levels, and it is read on the sale price including tax. Up to 300,000 MAD including tax, the aid is 100,000 MAD. Above 300,000 MAD and up to 700,000 MAD including tax, it is 70,000 MAD. Above 700,000 MAD, the property falls outside the scheme. Two practical consequences. First: a home listed at 305,000 MAD loses 30,000 MAD of aid compared with the same home at 300,000 MAD, which makes the listed price more decisive than floor area or location in the final calculation. Second: the amount is identical for a resident and for a Moroccan living abroad. There is no diaspora top-up and no under-35 variant, contrary to what is often written. The aid is granted once: it cannot be combined with another State housing benefit, and the same buyer is entitled to it only once.

Applying on daamsakane.ma

The process is fully digital and the official timetable is chained: each step opens a deadline for the next. You first file your application on daamsakane.ma. Preliminary approval comes within seven days at most. You then go to the notary for the preliminary sale agreement, which the notary files on the platform within seven days of drafting it, together with the occupancy permit. The aid is paid out no later than fifteen days after the documents are filed. The final contract is then drawn up within thirty days, and a copy filed on the platform within thirty days. That order matters: the application comes before the sale agreement. Signing first and checking afterwards is the main reason files are lost, because the occupancy permit or the nature of the sale can disqualify the property once you are committed. Eligibility checks are automated: the platform queries the relevant administrations directly. The list of supporting documents is displayed when you apply on daamsakane.ma, and that is the only list that counts.

If the application is refused or stalls

Refusals almost always come down to a condition that is not met rather than a data-entry error, and most can be checked before you file anything. Start with the property, because that is where most files are decided: ask the seller for the date of the occupancy permit and confirm this really is a first sale. Then your own situation: owning a residential property at the date of acquisition ends the entitlement, including an inherited one, and so does a housing benefit already granted by the State. If you believe the data used is wrong, the place to fix it is not the platform: checks rely on information held by the administrations, and it has to be corrected at source before you reapply. Finally, the aid remains repayable after the fact. The decree provides for repayment if the final contract is not concluded, or if the home is sold within five years. That is the counterpart of the mortgage granted to the State, and it is worth bearing in mind before buying a property you intend to resell.

The procedure, step by step

  1. Check the property before committing

    Ask the seller for the date of the occupancy permit, which must be 1 January 2023 at the earliest, confirm this is a first sale and that the home has at least two rooms.

  2. File the application on daamsakane.ma

    The application is filed on the official platform before the sale agreement. The list of supporting documents is displayed there when you apply.

  3. Wait for preliminary approval

    It comes within seven days of filing at most. Checks are automated with the relevant administrations.

  4. Sign the sale agreement with the notary

    The notary files the sale agreement on the platform within seven days of drafting it, together with the property's occupancy permit.

  5. Payment of the aid, then the final contract

    Payment comes no later than fifteen days after the documents are filed. The final contract is drawn up within thirty days, and a copy filed on the platform within thirty days.

Frequently asked questions

Is there an income ceiling for Daam Sakane?
The conditions published by the ministry contain none. The amount is read on the sale price including tax: 100,000 MAD up to 300,000 MAD, 70,000 MAD between 300,000 and 700,000 MAD. The ceilings expressed as multiples of the minimum wage that are often quoted belong to earlier social-housing schemes, not to Daam Sakane.
Are Moroccans living abroad eligible?
Yes, on the same conditions as residents and for the same amounts. The programme is open to Moroccans living in Morocco and abroad alike. In July 2026 the ministry reported 111,117 beneficiary households, 23% of them Moroccans living abroad.
Can I buy an older home with Daam Sakane?
No. The home must be a first sale and hold an occupancy permit issued on or after 1 January 2023. A property already sold once, or with an earlier occupancy permit, gives no entitlement even if its price falls within the scale.
What happens if I resell within five years?
The aid becomes repayable. You undertake to use the home as your main residence for five years, and grant the State a first- or second-rank mortgage to that effect. The decree provides for repayment of the aid if the property is sold before that term, as it does if the final contract is never concluded.
How long between applying and payment?

Is a bank loan compulsory?
The official conditions require neither a bank loan, nor a minimum down payment, nor going through a developer on a list. They concern your situation, the property and your occupancy undertaking. Funding the remaining share is up to you, with or without a loan.
