AMO Tadamon: check your eligibility and RSU score (2026)

AMO Tadamon is the health insurance scheme for people who cannot pay a contribution. It took effect on 1 December 2022 under law 27-22 (Official Bulletin no. 7147 bis of 30 November 2022) and replaced RAMED, created in 2012. Around 11 million people were transferred to it. The difference with RAMED is decisive, and many people discover it at the counter: under RAMED, hardship was declared. Under AMO Tadamon, it is calculated. The Unified Social Registry assigns each household a socio-economic score based on income, assets, household composition and location. If that score is at or below the threshold set by order no. 3223-22, the household qualifies and the State covers its contribution. Above the threshold, the household moves to AMO Achamil, where the contribution is payable. This page explains where to check your score, what the scheme actually covers, and what your options are if the calculation excludes you while your situation has not improved.

Where to check your RSU score

The score is available in your personal area on the Unified Social Registry portal, rsu.ma. The household must be registered first, and RSU registration itself requires every member to be listed in the National Population Register, which issues the IDCS identifier. The full path therefore has three stages: registration with the RNP to obtain the IDCS, then declaration of the household on rsu.ma by the head of household, then processing by CNSS on cnss.ma once eligibility is established. It is the head of household who declares the whole family, not each person separately. The eligibility threshold is set by order no. 3223-22: a score of 9.326428. A score at or below that threshold opens entitlement to AMO Tadamon with the contribution covered by the State. The score is not a subjective assessment: it is recalculated from data cross-checked across several administrations, which is why it can change without any action on your part.

What the scheme covers

The AMO Tadamon care basket is aligned with the CNSS salaried AMO scheme. Reimbursements are calculated on the national reference tariff: 70% for outpatient care and 90% for hospitalisation. This point is worth understanding before a large expense. The percentage does not apply to the price you paid, but to the reference tariff set by agreement. If a practitioner bills above that tariff, the difference stays with you and is not reimbursed. It is the leading source of misunderstanding at reimbursement time. Care in public hospitals and health centres under the Ministry of Health is covered without advancing costs within the care pathway. In the private sector, the logic is reimbursement on submission of the file.

If the score excludes you

This is the most common situation and the least well explained. The shift from declared RAMED status to automatic scoring left out households that previously had cover. In July 2023, Health Minister Khalid Ait Taleb told Parliament that 1.2 million people had been excluded from the scheme by the effect of RSU scoring. If you believe your score does not reflect your situation, three routes exist. The first is to check the accuracy of your declaration on rsu.ma: an incomplete household composition, a declared asset you no longer own, or a mis-stated income all change the result. Corrections are made in your personal area. The second is to request a reassessment when your situation changes, since the score is not fixed. The third, if you remain above the threshold, is to move to AMO Achamil: the cover is identical, but the contribution is yours to pay. Staying without cover is not a neutral option: an uncovered hospital stay runs into tens of thousands of dirhams.

Households previously covered found themselves above the threshold. Check your status on rsu.ma rather than assuming it still applies.
What if I am refused although I have no income?
Start by checking your declaration on rsu.ma: household composition, declared assets and stated income all feed the calculation, and a single error is enough to shift the score. Correct what needs correcting from your personal area, then request a reassessment. If your score stays above the threshold, AMO Achamil offers the same cover with a contribution you pay.
Does AMO Tadamon reimburse the full cost?
No. Reimbursement is 70% for outpatient care and 90% for hospitalisation, calculated on the national reference tariff and not on the amount billed. If the practitioner bills above that tariff, the difference is yours. In public facilities, care is covered without advancing costs within the care pathway.
