Urban agency in Morocco 2026: TH/TSC payment and procedures

Updated on May 16, 20268 min read

Moroccan urban agencies (Casablanca Urban Agency, Rabat-Salé, Marrakech, etc.) are public establishments attached to the Ministry of Territorial Planning. They are NOT responsible for the payment of the Housing Tax (TH) and Communal Services Tax (TSC) — this mission falls to the Local Tax Offices (RPL) of the General Tax Directorate (DGI). This guide clarifies this frequent confusion, indicates the real institutions to pay your taxes, provides the addresses of the main tax offices by city, and explains the fastest alternative: online payment on tax.gov.ma.

1. Urban agency vs tax office: who does what?

Urban agency — urbanism and plans

Mission: development and monitoring of urban planning documents (SDAU, PA, communal plans), issuance of urban planning certificates and building permits. No tax management.

If you're looking to regularize a property on the urban planning side (compliance certificate, extension authorization), the urban agency is indeed who to contact — but not for TH/TSC.

Local tax office (RPL) — TH/TSC collection

Mission: issuance of tax rolls (notices), collection, recovery, management of contentious claims. Each commune has a tax office. For Casablanca, for example, there are 16 tax offices according to the districts.

To pay in person: present yourself with your national ID + tax notice + payment method (cash up to MAD 10,000, check, CMI card).

tax.gov.ma — online alternative (recommended)

National DGI portal accessible 24/7 from anywhere. Avoids travel, queues, limited tax-office hours. Instant payment by card or transfer, official downloadable PDF receipt.

2. Addresses of main tax offices by city

Casablanca (16 district tax offices)

Anfa tax office: Boulevard Anfa, Casablanca. Maarif tax office: Boulevard Roudani. Aïn Chock tax office: Boulevard de la Résistance. Sidi Belyout tax office: Boulevard Mohammed V. Standard hours: 8:30am-3:45pm Monday-Friday (8:30am-11:45am Saturday).

To identify the tax office responsible for your neighborhood, check your tax notice or the tax.gov.ma portal > Tax Office Directory.

Rabat, Salé, Témara

Agdal-Riad tax office: Avenue Mehdi Ben Barka. Hassan tax office: Avenue Hassan II. Yacoub El Mansour tax office: Boulevard An-Nahda. Salé Medina tax office: Mosque Square. Témara tax office: Témara city center.

3. Documents and process at the tax office

Documents to bring

1. Owner's national ID (and authorized representative's ID if power of attorney). 2. Tax notice received by mail or downloaded from tax.gov.ma. 3. Payment method (cash if < MAD 10,000; certified check for higher amounts; CMI bank card in offices equipped with terminals).

For MRE paying by power of attorney: add the legalized power of attorney (notary or adoul) and a copy of the owner's national ID.

Typical process (30-45 minutes during peak hours)

Arrival → queue ticket → presentation at the 'TH/TSC' counter → notice verification → payment → issuance of stamped and signed receipt. Keep this receipt for 4 years (DGI statute of limitations).

Crowds and best time slots

Peak crowds: first Monday of the month, last week before the September 30 deadline. Calm slots: Tuesday to Thursday morning (8:30am-10am), mid-month. To completely avoid the queue, online payment on tax.gov.ma remains the most efficient option.

4. Why prefer tax.gov.ma over the tax office

Online payment advantages

Available 24/7 (no agency hours). No travel (useful for MRE). No queue. PDF receipt immediately available. Multiple payment methods (card, transfer, debit). Secure 3D Secure.

The DGI portal also allows you to consult your tax history, old notices, file contentious claims, and receive email notifications when new notices are issued.

Cases where the tax office remains necessary

Complex contentious claim (attach title deed, plans, etc.) — file physically with acknowledgment of receipt. Recovery of an official signed duplicate of an old notice (before digitization). Cash payment > MAD 10,000 (prohibited online).

5. FAQ

Q.Can the Housing Tax be paid at the urban agency?
No, urban agencies do not manage TH/TSC. To pay your tax, go to the local tax office (RPL) covering your commune, or use the tax.gov.ma online portal. The urban agency only deals with urban planning (plans, certificates, building permits).
Q.What is the difference between the urban agency and the tax office?
The urban agency is a public institution responsible for urban planning and territorial development (attached to the Ministry of Territorial Planning). The local tax office is a DGI service responsible for collecting local taxes (TH, TSC, professional tax). Two distinct institutions with different missions.
Q.How do I find the tax office competent for my commune?
Check your tax notice (mention of name and address of issuing tax office), or use the online directory on tax.gov.ma > Tax Office Directory. For large cities (Casablanca, Rabat), there are several tax offices per district — the notice indicates yours.
Q.What are the tax office hours in Morocco?
Standard hours: 8:30am-3:45pm Monday-Friday, 8:30am-11:45am Saturday. Closed during national and religious holidays. Some major-city tax offices extend hours in September (TH/TSC deadline month).
Q.Is it faster to pay at the tax office or online?
Much faster online on tax.gov.ma: 3-5 minutes vs 30-45 minutes at the tax office (with queue). Unless you need to file a complex contentious claim physically, online payment is always preferable.
