E-scooter and e-bike insurance in Morocco 2026 : emerging rates

The PLEV (Personal Light Electric Vehicle) market is exploding in Morocco: 50,000 units in 2025, +120% forecast for 2026. Xiaomi, Segway-Ninebot, Inokim e-scooters, Decathlon and Brompton e-bikes are flooding Casablanca, Rabat, Tangier and Marrakech. But the legal framework remains unclear (decree 2.24.198 under consultation), third-party liability is not yet mandatory, and only 3 insurers offer dedicated contracts. 1. 1. Morocco PLEV market : +120% in 2026

PLEVs include e-scooters, electrically assisted bicycles (EABs), Segways, hoverboards and unicycles. In Morocco, the fleet is estimated at 50,000 units at end-2025, vs 22,000 in 2024. Distributors (Decathlon, Electroplanet, specialised importers) forecast +120% in 2026, i.e. 110,000 units circulating mainly in urban areas.

Casablanca accounts for 42% of the fleet, followed by Rabat (18%), Tangier (12%) and Marrakech (9%). Why this boom ?

Urban congestion, rising fuel costs, last-mile from BRT/tram stations, hybrid remote work. The 3,500 MAD entry ticket for an e-scooter makes PLEVs accessible vs 18,000 MAD minimum for a petrol scooter.

2. 2. Legal framework under construction : decree 2.24.198

Morocco has been working since 2024 on a PLEV regulatory framework. Draft decree 2.24.198 is currently under inter-ministerial consultation (Transport, Interior, Finance). It should set : 25 km/h city speed limit, motor power ≤ 250W to remain a PLEV, mandatory helmet for under-18s, no sidewalks above 6 km/h.

Unlike France, Spain or Germany, third-party liability (TPL) is not yet mandatory in Morocco for PLEVs. But insurers anticipate this evolution : Wafa, AXA and Allianz launched their first dedicated contracts in 2026, betting on regulatory alignment by 2027.

4. 4. Coverage : TPL + theft + crash damage

Full PLEV insurance covers three major risks : third-party liability (pedestrian hit, car damaged), theft of the vehicle (very common in urban areas : 1 in 7 e-scooters stolen in Casablanca in 2025), and driver bodily injury in case of a crash. Details of standard 2026 coverage.

Third-party liability (TPL)

Covers bodily and material damage caused to others : injured pedestrian, scratched car, broken shop window. 2026 caps : 500,000 MAD at Allianz, 750,000 MAD at AXA, 1,000,000 MAD at Wafa. Coverage included in all formulas, even basic.

Theft and attempted theft

Compensation at purchase value in the first year, then 15%/year depreciation. Conditions : SRA-certified anti-theft lock or equivalent (1m minimum chain, U-lock), police report within 48h, original purchase invoice. Standard deductible : 200-400 MAD.

Pro use = separate contract

If you use your e-scooter for delivery (Glovo, Jumia Food, Careem), you must take out a professional contract. Rate x2 to x3, but extended coverage (transported goods, long daily distances).

7. 7. Legal limit : above 250W = moped

Watch out for the trap : many e-scooters sold on Aliexpress or grey market exceed 250W (often 500W, 800W or even 1,000W). As soon as motor power exceeds 250W or max speed exceeds 25 km/h, the vehicle is no longer considered a PLEV but a moped.

Consequence : it must be registered, the driver must hold an AM licence (former BSR), and subscription to a classic moped insurance is mandatory (and no longer optional). EDPM Wafa/AXA/Allianz contracts refuse these vehicles. In case of an incident with a non-compliant vehicle, you are considered an uninsured driver : fine 3,000-6,000 MAD and personal coverage of all damage.

Check the manufacturer plate

Rated power is engraved on the motor or shown on a frame sticker. If you read 500W, 750W or 1,000W : your vehicle is legally a moped, not a PLEV.

8. 8. Above 250W : switch to motorcycle insurance

  • Moped ≤ 50 cc or ≤ 4 kW : basic motorcycle insurance 800-1,200 MAD/yr
  • E-scooter/e-bike > 250W : treated as electric moped, same rate grid
  • AM licence mandatory (4h theory + 7h practice)
  • Registration at the Daira : 350 MAD fees + plate
  • Technical inspection : not required if ≤ 50 cc

If your e-scooter or e-bike exceeds 250W, you exit the PLEV framework and enter the moped category. You must then take out a classic motorcycle/moped insurance. 2026 rates in Morocco : 800-1,800 MAD/year TPL only, 1,800-3,500 MAD/year all-risk.
